The VP is only as important as the President allows.  Cheney was given a good deal of power as a negotiator and representative of the Bush Administration, making him a unique exception among Vice Presidents.  However, history shows examples of VPs who have had very little power in government. 

The most famous example of this would be Harry Truman, who Roosevelt would not invite to Cabinet meetings.  After he became President, when asked if the US should use the atomic bomb against Japan, Truman (then President) didn't know the US developed the weapon.  tongue

its funny to point out that under bush they didnt hesistate to pass TWO stimulus packages. noting that none of the stimulus packages bush or obama were designed to pay themselves off within a 10 year span rather were designed to be miniscule under economic growth in years to come. well we see how well that works. athough DOW is up to 11500 which is about the peak it hit durring clintons term. and the highest peak being 13700 in bushes term. taxes help when there is no corruption. but there will always be corruption

Ok bush created three stimulus packages, the first was in 2001 with the temporary tax relief program, then second being in the form ot tax refund checks up to $500 which cost 170B. the third thing Bush did as a stimulus was to enact TARP which was a 700B dollar program for buying up assets of failing banks.

the one that obama did cost about 740B and was send to failing state govts due to the housing bubble, schools to create education programs(this one helps me a lot) and it also funded the reconstruction of roads and buildings which is for some reason filed under federal costs but has created a few extra jobs.
