Are there even 10 active attackers still playing IC? As far I know 99% retired or turned into a resourcer.

IC's attacking strategy need drastic changes in order to become popular again. Currently you need to be uber active to be succesful.
Disabling Yama's should be another way to erradicate the stupid attacking strategies.
