I can set it up, we will be playing it as a league and then in the end there will be playoffs among the top 8-4-2 depending on how many are in the league.

i play random, i am 19-15 in plat, so i know a bit about each race...
then write some tips
my two biggest difficulties is countering the fast zergling rush because they masivly outnumber my zealots, or countering the early terran army with marines and marauders, i find they rip apart my zealots/stalkers and come too early for my colossuses
if its before you have 2 zealots, then your probes shouldn't have trouble taking care if the lings, if they do, theres probably something wrong with your build order; if its after you have 2 zealots, then you should block off the entrance with the zealots, tell them to hold position; only 2 lings will be able to attack the 2 zealots at a time, giving the zealots a huge advantage... against terrain the key is sentries and their force field; splitting their army off and making it so it can't retreat...
is this still going to happens, cause you don't have too much signups yet?

I just need the tournament delayed a little bit so that I can get some free time.
And buy Starcraft 2.
And buy a computer that can support Starcraft 2.
And move to Europe.

this is correct, you're going to want to get a sentry or two against zerg too though. if all you have is a couple zealots you will lose to a baneling bust

how about this, when should u explore
by explore, do you mean expand, or scout?
depends too much on the map and what you scout in your opponents base to give a simple answer to.
what i find is that i have often expanded too early, because i imagine it will boost my income. How many probes on one spot can you really have before its full? about 3 on each vespene and about 20 on the minerals?
3 per mineral patch = 24 on most maps. it's always good to get more though, that way you can transfer some workers to any new expansions you get and they are instantly saturated.
