I think it only lasted a round. At most two. So that was round 9 and/or 10.

They were awesome Once you got your econ research above your CF % inflation died and you were guaranteed a nice income with the econ bonus While you were getting your econ research up you only needed some con bonus, if memory serves 20-30%,  to offset the inflation

it only lasted 2 rounds I think. When it was implemented, it was known as the chaos round. That's when morale planets were introduced, the cfs produced 10gc rather than 8. Or 8 rather than 10. I don't remember exactly. I just know the cf/gc production changed. Camaar and revalons were introduced, science bonus planets appeared as well as bonus planets period and ummm I think something else changed but I don't remember. Official naps started then I believe.

So much has changed ... I remember when you could buy 3 fighters for a dime and get 2 and a half cents change, they use half cents in those days, they had pictures of Master Mike on them ... soldiers used to cost 1/8th of a cent ... "Gimme 4 soldiers for an MM" you'd say and they were great, you didn't have to feed them or pay them.  Buildings used to take care of thier own maitence and cheeseburgers walked around and helped cats out of trees.  You could research anything, the sky was the limit, you could put torpedo tubes on your income control centers and aim them at the sun.  Things just aren't the same

... And that was my impression of my Grandfather if he played IC ... Grampa lived through the depression and has a bit of a dimentia issue.
