They have done it before, according to the BBC news this morning they still have a number of ships and crew "held hostage". They're actually sitting in a port waiting for someone to either pay their ransom or take them back by force.

The ships owners are private companies and should pay for their own protection.
The ships owners should install rocket launchers on their cargo ships, would cost them less.
And add 2 rocket launcher crew to every ship.

It's just that pirated ships are a nice exciting news item, but no country is going to have their hugely expensive Carriers / Battleships / cruisers committed to patrolling friggin Somalian territorial seas. A token vessel, yeah, but, not the firepower and coverage needed.
Ships should just make a little detour and avoid the area. Or be somewhat vigilant and have some security people aboard. I'd be ashamed if i were the captain of that tanker and get my ass handed to me by 10 guys in a beefed up zodiac.

- Except by the majority of small craft owners, such as Somali fisherman, who actually try to earn an honourable income. If you start killing them, you make the Pirates out as the victims and inevitably you will have another terrorist group on your hands. the last thing that region needs now is another large scale "freedom" fight.
