i usually keep at 100% bonus as a CF banker and go to full 200% with pop, the reason is that in pop you want more output of cash for lessor planets so you can defend them better if your CF it cost too much to try to keep up with your CF buildings, but you lose less income when you lose a planet as well..
but it is best as a CF banker to keep the planet even with CF's and TO's so that you don't lose your bonus when losing the planet.
if your a pop banker then you full build TO's and put research in to welfare and economy and build LQ's as the need arises... personally i have never seen someone reach full 100% welfare in a game, but i am sure it has been done.
as a CF, you can keep less fleet and only portal one or two in a system, but as a pop you keep a lot of ground (about 50%NW ground) and portal every one of them.
and don't worry... if you do it right you will have more than enough cash to support them, but remember as a pop banker you need wizzies, and you are very vulnerable so keep an eye on your systems, and when people not allied show up in them.

That  ^ is just plain wrong you should ignore it

For CF/TO banking the max income is 75/25 CF/TO but anything 20-25% TOs is fine

For LQ/TO it depends on the price of food but generally 60/40 LQ/TO is about right.
