HQ Overhaul

The HQ page (/v2-main.php) got a major overhaul, and can now more easily receive new features/updates.

• Your HQ now shows you "live" population count which adjusts mid-tick depending on your empire's happenings.

• Your HQ now shows net gain/loss on your resources.

Planets Filtering/Sorting

There are new filter controls on your planets list page.  Also, the sort functions no longer require page reloads, which should make things feel snappier.

Bug Fixes

Fixed weird fleet grouping bug

The main fleet page was showing strangely merged fleets, including expos alongside attacking fleets.  This has been fixed.
