Topic: Defense Systems

What's the exact rule on killing them?  Do you need to own 50% of the system, or of the explored planets, or what? 

I just had a situation where I owned over half of explored planets but over half of the total planets in the system are unexplored.  I forget the details on this.  thx

You need to own 70% of the explored planets to move one. (So if the system is empty and you explored 1 planet there, you can move it)
And its killed when the owner of the DS has LESS then 25% of the explored planets there.
EXPLORED planets, empty planets doesn't add up.
