It was seen as the last chance for Mary Landreiu to remain in office, she needed a Democrat version of the Keystone XL pipeline bill to pass. It failed by 1 vote with all Republicans voting for it.
This means Republicans now control 55 seats in the next Senate. It will require 13 cross overs. With 14 Democrats having voted for it this time it is almost assured to pass with a veto proof majority in the next term. The Democrats could have passed it and then let Obama do as he threatened to do, Veto It, except obviously they do not want Mary Landreiu in the Senate.
