Obama can do many things without much support of both congress and the population of USA. Putin needs to appear strong at all time and needs to watch his back for a coup. That is why Putin is far less powerful then Obama. That and the fact he needs a corrupt top down pyramid system to maintain control.

If he appears weak or to much of the population is discontent, his regime will end. If he goes to war, he will make Russians econ even more weak and loose big time. They simply cannot afford a war in Syria. Its not going to happen.

When it comes to the ISIS terrorists, Russia and China are conspicuously silent.

Both nations this week backed a United Nations decision to investigate ISIS atrocities in Iraq. Otherwise, they’ve not said much.

“They’re probably glad to see that nobody thinks that they have a responsibility to share the burden,” said Barak Mendelsohn, a political scientist at Haverford College and senior fellow at the nonprofit Foreign Policy Research Institute.

“They, too, have an interest in seeing ISIS defeated but they prefer a free ride and are probably happy to see the U.S. seeming all confused. I don’t think they will be against international action in Iraq. Syria may be a different story.”

Russia is being low-key about ISIS even though it is key backer of Syrian dictator Bashar Assad, whom ISIS is trying to topple.

State-controlled media outlets in Russia have even been blaming the U.S. and other anti-Assad nations for the surge of ISIS, said Daveed Gartenstein-Ross, senior fellow at the Foundation for Defense of Democracies.China also backs Assad but, like Russia, it has shown little interest in making a big issue about international terrorism.

It has been more concerned about jihadism in the province of Xinjiang, although some experts suggest the government in Beijing purposely exaggerates the threat of mostly Muslim, ethnic Uighur extremists there.

While Vladimir Putin has had little to say about ISIS, ISIS has not been silent about the Russian president.

It just posted a video that generally threatens him for his links to Assad and his bloody dealings in opposing Muslim insurgents in the rebellious republic of Chechnya. It calls Chechnya’s current leader a “puppet” of Putin.

Experts say they have seen this kind of conduct from China and Russia before.

“I would compare this to the Chinese and Russian position on Al Qaeda during the global war on terror,” Gartenstein-Ross said. “Both were against it, but since it didn’t pose as much of an immediate threat to them, they were happy to let somebody else do the work.”
