cheap markets that can't compete with the US, that's what it means.
it's really no big deal. there's six countries that matter: brazil, argentina, chile, columbia, venezuela, and mexico.
the rest are about as significant to international politics as say...canada or netherlands.
columbia is anything but red, and has made some recent gains against the FARC.
chile may have a left-leaning president, bachelet, but its economic policy is not.
that's 2/6 so far.
mexico? they threw off the 80 year tyranny of the PRI dinosaurs. mixed success with the PAN, but hard to fix 80 years of institutionalized mess in 6 years. they are not anywhere near being/going red.

argentina has the pendulum swaying towards the left, kind of like spain. still bitter about the fascist past. red? not quite, socialist yes.
brazil, yes, socialist government, fascist police, and two-tiered society. hard to call it either way.
and we all know the misery that Venezuela is in.
so in the end, half are not red, 2 are leaning in that camp, and brazil is perennially a mess. new movie coming out about Brazilian police, supposed to be really, really good, considering the Brazilian police tried to can it, and some movie elites called it politically incorrect.
