Just a thought and it may have already been suggested.  But, if you infiltrate someone it should increase your chance to have successful agent ops on that target.  Kinda like no fear but for agent ops.  To me it makes sense, if you infiltrated someone then their agents should be less effective, as you are aware of their moves and possibly misleading them.  I guess it could be another op that just makes your agents more effective.  Since agents ops are all about nw size and the number of agents, it would be a way to make an agent based opper more effective since there is no race bonus for it.
