HQ Page:

A new background needs to be done for it. Maybe something along these lines:

The following would need to be separated and on different sides of the screen

Left: Leader Name, Empire Name, Race, Planets, Nw, Population, Morale, Spec Ops
Right: Cash, Food, Iron, Oct, End

In the middle of it could be another box that shows all awards that can be achieved for the round with the completed ones highlighted (read the achievements idea). Next to the box would be an avatar for your IC character (you select) and the number of completed achievements vs available achievements (example 4/48)

At the top, instead of having the bar on the left you could have it in drop down menus when you scroll your mouse over it.

Information Tab: Council, Science, News, Recent Reports, Preferences, Rankings
Construction Tab: Market, Units, Planets, Aid
War Tab: Fleet, Spec. Ops, Map
Communication Tab: Messages, Forums, Log

As I said before, they would drop down when you scroll your mouse and you can click on them in order to go to that particular page.

I know I missed some information that would need to be on the HQ page along with links...but that can easily be added.
