Just wondering what other peoples thoughts are on this:

All offensive ops will only target portalled planets. If the op is cast on an unportalled planet it will only affect that planet. If the planet is portalled it will affect all planets within that network.

I originally thought this only for the cash stopping ops really...

i.e. when you cast estorms it will affect all portalled planets and those citizens that are already cut off from the rest of the empire do not suffer.

Why would you want this? It could make an interesting addition in times of war where bankers have to weight up the pros and cons of destroying a planets portal to protect its population which leaves it undefended OR maintain its defence but potentially leave the citizens open to being destroyed!
