Yes the Government is requiring everyone carry a breathalyzer in their car or they will get a fine.

At $30 for a cheap one it would seem all French people could get one... but the goal is to stop drunk driving. How many people will use it with replacement costs, new tubes, etc., let alone when they are drunk?
So essentially every driver will lose about $30 bucks in a failed scheme to reduce drunk driving. I wonder how many politicians own stock in a breathalyzer company in France?
Ofc they might think this could stimulate their economy. Sorry but this takes from small businesseds and gives a mandatory purchase to a large company. Aka bad for the economy. And those poor unemployed who could really use that $30 for far more productive reasons. So poorly thought out... this is the best the new French Government could do?
