Research centers and To's both have their use. The statement that TO's are not useful is absolutely bullshit. The optimal % CF TO is 75/25.

Doesnt matter how many other buildings you got. For example: You only have 50% other buildings and only room for 50% cfs or cfs/tos. Then you'll always produce 12.5% more cash if you use TO's (Netto even a bit more cuz its multiplied with bruto cash income), no matter wether you have other buildings or not. Therefore Tax offices are always useful. This fact stands completely apart from the fact rcs are essential.

I am not sure that the most efficient ratio is 25:75 TO:CF...it also depends on the number of buildings I believe (haven't done the math, but starting out with that ratio isn't that useful and you spend more on infra)...

At 100% CFs/TOs TOs gives 12,5% more income
at 50% CFs/TOs, TOs gives 6,25% LESS income

At 66,67 % CFs/TOs, you get same income with and without TOs
