Idea- Fam p-mode for much smaller fams

How it would work- If fam A is x amount bigger then fam B Once fam B loses 20% of planets they can no longer be attacked by Fam A or thier allies.

Pros
A forced cease fire If fam B can negoitate a nap now would be the time instead of trying to retake and getting out of p-mode
Less Farming

Cons
Small fam could try to counter attack during this time ( could be a pro as small fam would have a chance to portal closer to big fam again. big fam also will be portaling to counter this)
