It's an old protection. Close and reopen your browser and it's gone. Or, just wait.

I don't know how it is now, but in the past, the person who explored the planet earliest in a tick would get the planet if 2 exploships arive at the same tick to the same planet. So, explore early, and you have a whole tick to do the explorations if this notification pops up.
