Topic: My State Level Platform

States are different from the Federal Level i all Conservatives eyes. Be warned that my State level ideals may conflict with my Federal level ideals and not be an issue. They are two different entities with two different levels that they should be run at in my, and other Conservatives, views.


At the State level:

Abortion
I support allowing Abortion, do not support funding it, and I do not support Late Term Abortions (where if born that moment, the baby would live), as well that I support adoption (my mother has adopted a boy), and informed consent by parents of minors under 16 as well as required counseling of minors under 18. I further believe that all viewpoints need to be examined prior to committing an abortion.

Education
Major changes to the School system is needed. Radical changes. Right now a school is penalized for giving a genius student a bonus grade up to reflect his academic abilities. Right now a school is incentivized to teach a student in only his original language when this could leave the child in poverty later for not including a strong English education. Right now bad teachers are paid the same as good teachers. Right now it is impossible in some States to fire a teacher for any crime or activity. Currently a school receives $10,000+ per student in the school system. With 20+ students in a class room why are we unable to afford fantastic teachers? Answer: Way overpaid benefits which few elect to use but cost extraordinary for those few. Also requiring if Evolution is taught in a school that Creationism is as well. This will not be required at college or university levels. This should make such studies fit for higher education, allowing more Reading, Writing, and Arithmetic to be done... (Proper spelling done on purpose)


Pensions
In Oregon we have a Pension crisis, and it gets worse with every passing year. PERs is eating our agencies funds to pay employees at a skyrocketing rate. Union officials would have it that this is not an issue. IT IS AN ISSUE! I say we tie the pay of Union Leaders in a reverse way to the percentage of funds it takes to pay the pensions. Our system is BROKEN here. A government employee can retire, and in retirement (when you are supposed to already own a home, a boat, several cars, etc) they can earn more than 125% of their pre-retirement pay!!!! Retirement is about reduced costs (except medical of course) and not about making fortunes afterwards. And this is not the averaged sum of their incomes, this is the last incomes (where such employees expecting retirement work as much overtime as they can to pad their retirement). Taxes
Oregon has a horrid tax system for businesses. If you are known to donate money, or you will bring a lot of jobs to a district, you can get a major tax relief (Intel to name one http://www.bizjournals.com/portland/print-edition/2010/10/22/intel-tax-breaks-critical.html ) but otherwise your stuck with a major bill. This has caused every major corporation that had a headquarters here to LEAVE. It has made our current largest corporation (not that large actually) get purchased by an outside agency. Our tax structure is very unfair, and very burdensome. Of course then there is the loopholes, like the one that PGE used to pay only $5 a year in taxes. We have no sales tax, but we do have a property tax and an income tax. I propose property taxes only on people owning 2 or more houses, and businesses (Including apartments) but this would mean a needed change to our income tax.


Public Transportation

This is 7.3 miles of new line only. 24,000 daily riders is the maximum. That's $62,500 per a rider. I would rather buy them a KIA and provide 5 years free fuel than pay for this boondoggle. Other projects they have offered are amazingly scary as well.


Oil
Oregon has possible Oil Fields off our coast. We can make some good money if such were tapped, enough to change our deficit into a possible surplus even (which would be amazing given we have more debt in Portland than the Federal level is)


Roads
As a driver who drives through many States I have to say our Interstate and Highway road system is very well done right now. We should focus on city roads for a good while as well as Bridge Maintenance.

Sports
Sports Stadium funding has been an issue in the past. Never in ANY city has the spending been validated. Never does the 'increased vendor' revenue, or other revenue 'increases' pan out to even a fraction of the cost of the new Stadiums. Teams have threatened to leave on a number of occasions, but usually they do not leave over something as trifling as a Stadium (Trifling for them at least).


Environmentalism
Oregon needs to get the 'refuge' area of the Spotted Owl changed to reflect the actual living area of the bird, and not the area so claimed. Additionally we need to ask for scientific proof that wild salmon and farm bred salmon are biologically different with endangerment questions looming. The Superfunded Willamette River (Source of the Simpson's 3 eyed fish btw) needs to be finished being cleaned and an active plan in place to keep it clean. Oregon needs to be able to log tree's again and should be a good competitor to Canada if it is allowed. We practice good forest management here with replanting always. We need to get away from the California style environmental activism and go to a more local viewpoint on pollution and contamination's.


Healthcare
Oregon long ago now turned it's back on the mentally ill. I think the movie "One Flew Over The Cuckoo's Nest" had a defining impact, but I cannot be sure. This should change. However Oregon also has problems that need addressing in the Union Health Care side. Also some area's where funding is definitely being wasted, as I have seen this waste first hand.

Employment
What a tangled web we have here. We are one of the hardest hurt by the economy, and will remain so with our burdensome tax system. Further we have some special 'contracted' companies doing support which are absolutely draining us for little effect (Ok so Central City Concern does help ex-convicts get employment, and such, but at the same time, they gain a lot of money for other 'help' which is very low levels of help indeed. I do not know if Portland, the State, or both fund them).

Crime
#1 for Meth crimes, #1 or in the running for Metal Theft, #1 per capita for bank crimes (Portland) and other scary figures. And the sad panda part is that I know our actual crime rate is MUCH higher than our published crime rate. In Portland criminals are often released several blocks away from the crime if the officer thinks he cannot get them charged. Charged versus convicted is two different things... They could be convicted, but there is an emphasis at many levels to reduce the reported level of crime. Additionally we suffer a turn-around culture with crime, where many criminals get so little time that I plan a whole campaign of funny, but very sad, scenes involving metal thieves/addicts who get out after a nice warm bed and a big meal for the night. This will sink in with a lot of voters here. There is a known car thief who once stole more than 100 cars before he was given his first charge...


Drugs
So important that I have to make a separate section on it. Oregon has a huge drug problem. Meth, Pot, Crack, Heroin, PCP, you name it... And it is not getting better. We need to examine what other states have done to combat drug problems, and use the best of them. We need to give some drug addicts real jail time to help them clean up, then a support system (A low cost one, admittedly, not these the sky is the limit style ones) to help them stay off.  We need to absolutely TERRIFY students about ANY drugs. We need longer jail times, or some other harsher system for dealers (lets drive them OUT of our State!). We need to get out of the drugs are cool mentality.


Illegal Immigrants
With one of the highest unemployment rates, there are a lot of people who would lump loads into trucks, serve burgers at McDonalds, cut beef from animal carcasses, and other such jobs. They would do anything right now, instead of being high and mighty and thinking such jobs were below them. So we need to stop our 'State and city level' support of illegals. No more carnivals, no more shelters, no more drivers licenses, and no more public assistance. We also need to report them when we arrest them. We do not need to seek them out, that job is not needed. But we do not have to make things reclining chair comfortable either.


Government spending
The government should only buy autos which meet the lowest cost ratio for life span, repair needs, fuel costs, and standard maintenance.  If this means that all Employees who do not need a pickup, van, or such drive a KIA, then that would be great! No solar, wind, or other projects unless they can pan out to a MAXIMUM cost (proven elsewhere, no experiments or 'oops it cost 5 times more actually after we spent 1billion dollars, here is the bill' type stuff) of 1.4 times that of normal power BEFORE any subsidies ay ANY level. No subsidies from the State either as this is just excess cost for us.



Gay Rights
Formally calling it Consorting, with other terms to include Consort, Consorted, and Consort's as appropriate. No use of Marriage for gay activities. Same rights and responsibilities with Consorting as with Marriage. Education of gay stuff not to happen prior to Junior Highschool regardless of how low key the education is (frankly I think that sex ed in general needs to wait til then, except a basic understanding of ones OWN body prior to then)


Smoking
Every other year increase in the age allowed for smoking, so say in 2012 you have to be 19 to buy cigs, 2014 you have to be 20 to buy cigs, 2016 you have to be 21 to buy cigs, and so forth.
No changes to cigars at this juncture as this is not so much an issue and it is used differently at this moment. 

Establishments can have a smoking section, provided the air is circulated seperately of the non smoking section, and that employees working the smoking section are given a higher pay and some medical benefits regarding cancer (both negotiable) to cover the hazards (plus the workers must agree prior to employment to work there with no penalties for refusal [except if specifically hiring for that section, then they may be turned down for employement]).


Zoning
Our zoning laws are painful, and should be adjusted. I will have to study other States and see what they have done here.

The United States has more proven oil reserves than the rest of the world COMBINED.

This means we can afford to tap a few bits to help our State get out from a nose dive government funding wise until we can clean the house with a bigger broom.

Tar Sands, Coal (Military has a on-going coal to oil refinery for their needs), Shale Oil, Heavy Crude, and Light Sweet Crude. Oh and that swamp oil mix they complain will be so hard to obtain is not counted here tongue

Unions suck in general, but most of the people working for them do not.

Unions served their purpose back when there was no safety regulations, no OSHA, no minimum wage... There are so many protections now for workers that it is an antiquated item at best, and a malicious one at worst. It's time to put that old dog to sleep, but I wont be the one to try. Instead I will try to incentivize people to look elsewhere than Unions for their needs.


Right now the Federal code requiring only Unions as put in by executive order by Obama is criminal in my opinion.

i agree with you.  i personally represent injured employees in workers' comp law so dont mistake me for too conservative (haha) but i really think that unions are destroying the economy (or have helped) destroyed the economy.  i agree with flint that they were necessary back in the day but now with minimum wage laws etc its getting out of control.  the workers with unions are almost impossible to fire unless you have strong cause.  you have incompetent people you cant get rid of without a legal battle. sometimes its cheaper to keep the worthless worker than fighting the union and paying the legal charges.

Both statements are correct. But you forget about ROEI Einstein and the fact that tar sands may never become truly profitable.

I.m.o. both statements are correct. You can lift production some, and still have the largest reserve. Only don't lift it to much. It would be a good thing if it was a western democracy that ruled the world instead of authoritarian regimes like the soviet union now called Russia.
