06 is attacking a guy who is acting under his own valition (i.e. not the family's) and ignoring messages. I've sent one final warning to stop nuking, and he will be marked rogue if he does so again.

They are perfectly within their right to do what they are doing now. If they spread their attacks to others, then that will change.
