Rwanda probably benefited from a lack of American and UN intervention.  How the hell can I say that? Because the UN was already there and being shot at and shelled, and having to keep it head down or else,  US forces would have been under Bill Clinton and we all know what good that's for.  They had to help themselves and the Tutsi RFP came in from Uganda and actually FOUGHT A WAR gasp but they fought it old school, they didn't communicate a message or escalate a conflict to the point of effective dialogue, they grabbed em by the nose and kicked them in the ass, they drove their enemies off the land like Patton kicked the Nazis out of Sicily, and the Hutu warlords had to flee the country.  And oddly enough, the Hutu didn't feel much like killing Tutsis with that Tutsi army standing around armed and pissed.  And that stopped the killing, and there wasn't a forty-year stalemate.
