As for the border problem:
Build a wall, an actual physical wall, instead of that... fence... Seriously, you Americans have been bitching about this problem for decades, you spend millions a year on high-tech border patrol-choppers with infra-red things and off-road pursuit vehicles, when you could just spend one million o n c e.
The all you have to do is make the gate people actually check passports, and possibly get people to park their car in one of those big x-ray machines the Customs and Excise people use to look for drugs and people in shipping containers.
Simple, cheap(er), and no one can argue with it without looking daft.
If they had better passports it might be a different story, depending on if we [UK] "recognise" their countries, and that depends entirely on the amount of paperwork involved.

I don't see a problem:
The military don't tell anyone what technology they have, or what technology they are adopting; to do so is strategically stupid.
The problem is beuracracy, red-tape, and private company interests. Some people in NASA, for example, don't want to join forces with the Russians because then they'd have to explain why they charge twice the price for the same service, which is already quite hypocritical given that NASA is forced to demand the use of top-of-the-range equipment put together by the l o w e s t bidder, and for what? NASA tech, ESA tech, Russian tech, is all as "safe" as each other, the difference is in appearance. Some people use Laptops, the Russians use pencils.
Reason one:

Corporal punishment is all fine and dandy, maybe even capital punisment too, but only until an innocent person is "punished". People get framed, the police get the wrong end of the stick, and some people are just plain stupid.

When I was in prison I had a better quality of life than I have ever had anywhere else, even when I had my own home. I got three nutritious meals a day. I got excercise. The option of working for an allowance, or studies to better myself. I even got a better choice of drugs.
Yeah, you read that right.
Around here we call prison, any prison HMP Butlins, after the holiday camp.
