It is entirely possible that what you're saying is true.... and that there are a lot of players that would like the game to be even slower than it already is, but this is the first suggestion to do anything but speed up the game I've seen in ages.  The biggest overall complaint right now is that it is too slow tongue

While some of us may or may not feel that a galaxy with similar rules to what Xeno is describing could be a good idea, as it stands messages players received as well as this thread are clearly an attempt to solicit an illegal alliance.  Xeno has received a 5 day ban (as described in the IA thread stickied in Uni), and it is recommended that under the current rules players stay away from similar stunts.

Disagree Rare.  The reason it works with mods working with people to get things changed is that we are able to make sure their is no abuse of the change.  If someone has done any opping or attacking outside of the family, changes are not allowed.

Example as to how your idea would be abused:
Someone randoms into a family Camaar, that someone knows what they're doing.  They quickly get transports built and fleets out to multiple enemy planets utilizing the speed bonus.  They then change their race to wardancers, enabling them to utilize the attack bonus and warcry.  Once attacks are done, they go back to camaar.

Problem with keeping the opper/nw rule Sks, is that it is easily conceivable to have someone join late, get jumped 10k wizzies, and have 95% of their nw be wiz.

Now the cap could make some sense...

The game definitely has it's issues.  Noone denies that.  But we "are" trying to make it better.

It is childish behavior by both sides, but it seems more blame resides with the GOP.  They're butthurt about a bill that was passed  years ago, and upheld in the supreme court last year.  Imo this is just their way of showing one last time that they're against the ACA.  They're holding livelihood of hundreds of thousands of people over the heads of the President and Senate to prove a point.  Unless of course they really do think they're going to get their way.  TBH, only image I can get in my head when thinking about the whole situation is a few toddler's sitting in a room crying about who the red ball belongs to.
