And if yr not starting LQs then welfare is a waste of time.

Even for a player who builds LQs at BOR - Its better to research ECO before Welfare since ECo will give you the same income increase without the extra food costs.

Im kinda confused by your strat - Its a one player strat ? and you recommend building fleet, and resources, and researching welfare ? at BOR ?

I think you would be better off looking at and maybe adapting some of the well known strats that have been shown to be succesful over time.
