Trundar that fails for a few reasons.  Most important being, for a pop banker, it's all about end game + research.  At 0% research, you have to invest a hell of a lot, to get to somehwere decent.

Some people may not want to pay money to play with friends in Capri.  Plus, Capri is different playstyle - they might not like it there.

That's okay, they only went to fill up other families!  Nothing wrong with that.  It can definitely suck for you, but that's what it is.

People deserve one opportunity to try and random again in favour of playing with friends they know or like to play with.  Sometimes it works in their favour, other times it does not.

The rules are fine as they are in my opinion.
