It's mostly locally controlled, so generalizations about "America's schools" tend to be grossly inaccurate. Some people realize the value of educating their children so they can get ahead in life. Other people don't want children learning basics like diagramming sentences, because they'd rather have lazy, idiot kids who feel good about themselves than educated human beings who know the value of hard work and knowledge. Sometimes the idiots win and education suffers greatly for all.
