Inmates they harm should sue the state for not using the non-harmful rehabilitation method at its disposal. That it alters them without consent isn't any more unconstitutional than anytihng else meant to alter them without consent.. you know, like PRISON. No one tell CA judges that, they'd jump all over it and end prisons.
