Apparently there was a National Guard CST team present at the Marathon.
Who has the authority to deploy these troops,the city,the state,the federal government?
The National Guard is state militia
Remember, though, that the National Guard can be called up by the federal government as well as the state. So yeah, either agency theoretically could, but the federal government doesn't exercise its control over the National Guard on a regular basis, so it's more likely a state issue.

I've heard a lot of annuitive assumptions and prolagams of deciet. Such as the illumanity may have predicted this in the form of a card game, "Dating back to the 1850's... Too the Al Qaeda laid this down as a trap from a targeted seating... Makes no sense whatsoever except some kids did this too attack the public and terror was finally seated.

I did, I really did read what he said. Saying several different times there was no domestic threat from AQ, that there had been LITERALLY no attacks since 9/11, saying all the attempts didn't count...I said that was wrong before somebody bombed the marathon and I was attacked as a sheeple who was stampeded by the warmongers.
