And there are plenty of places where sheriffs refuse to grant carry permits.  Because they contend it never helps.

The core joke of Hitchhiker's Guide to the Galaxy is that of course no civilization would develop personal computers with instant remote database recovery, and then waste this technology to find good drinks.

There are plenty of other reasons sheriffs might refuse to grant them. For example, they may think that no screening process is sufficiently reliable to root out the bad or irresponsible people. Or maybe they do it because they believe guns ought to be illegal, so they effectively make it impossible to conceal/carry a gun.

Not saying you're wrong. But I'm suspicious that that is the reason commonly given for outlawing guns. It's a bizarre, absolutist reason that is easily proven false.
