there was no such agreements of any kind. just simple rule stating "i see you in my news, ul see me in urs" visa versa ect ect nothing wrong with it the galaxy is just plain old majorly flawed.

i'd say 17 are in best position, they're eco is going to be so much better than 18s, they just have to bide their time and they can wipe  them out like a little bug.
