TEAM NUMBERS
To mirror what a lot of others have said so far, I think teams of 8 is about right. Imo, its just the right number to keep things balanced within a family. Having too little members will slightly take away the emphasis on leadership, organisation and teamwork, which is what IC is all about!
STRUCTURE
Can't really comment too much on the number of heats/number of teams per heat/number of rounds etc until I get the team applications in and actually see how many people want to play. It's one thing getting people to sign a petition thing saying they're interested and another thing actually getting those people to play.
RANDOM TEAMS
I think keeping the limit of 2 random teams is about right. It is important to remember that the competition is all about pitting the best teams against each other. Having teams where members potentially haven't played with each other before doesn't really fit with this.
NETWORTH RESTRICTIONS
Triqster said that playing around the nw restrictions is part of the game and I agree. Vmode and pmode will definitely be removed though like last time.
MAP AND FAM POSITIONS
To achieve the advanced maps you've been talking about here will be pretty difficult with and without an active Stefan. With the last ICC, we had a set distance between each HS - i think it was 4 or 5 systems with the earlier heats and about 10 for the final and then teams were allocated their positions in numeric order. To make it any bigger than that would require a larger map and I think the general opinion is that a bigger map isn't really desired. Again, planning around the position of your HS is one of the major strategic "features" of this game and takes skill and experience.
WHEN? WHEN? WHEN?
This is input I want from you... when would be the best time to hold it and why? Obviously we can't please everyone and its pretty much impossible to satisfy everyone's individual requirements, but it would be useful to know the general consensus.
