The drug cartel lords, bosses, lieutenants are "known".  The government knows where they live, who they see, and what they do. 

The mexican people KNOW by sight and by word of mouth who the drug cartel lords, bosses, lieutenants are by name or face.

The government is to afraid to go after the cartels, because they don't trust their own justice system will work.

The mexican people are afraid, because someone in their family, if not all of their family will be killed if they talk.  Or they themselves will be killed.

Seems to me that mexicans are just a bunch of wife beating, drug running, thieving cowards.

Until they stop being afraid, then their just in deep shit.  And because of their inability to get involved and stop being afraid, their deep shit is starting to stink and flow northward.

This is the same issue in majority of syndicate control driven nations (Or overtly corrupt nations), such as Haiti, Iraq, NKorea, Columbia, Iran, Iraq, Peru, Honduras, Mexico, Laos, good lord the list goes on, and on -- In the end when the populace is too afraid to enact change the result is a crime nation.

Mweh, we are clamping down on migration. Sending them back by the boatloads. Infact, Italy is doing a great job of stopping them from ever setting foot on the continent. Much to the dismay of several weak kneed human rights groups.

Yes, the French are screw ups, but what else is new?
