Gone into the planet, demolished buildings and came back to the Planets screen to find that it still displays the planet as being full.

When a target has 3 Octarine Hurricanes affecting their empire it's forbidden under galactic law to cast a 4th. However if you try to cast a 4th, it's treated like the spell was casted and you lose Morale.
