Making yama's is cumbersome - and is kinda the only feature VIPs get for, besides the drafting.

Don't think that it's "that" useful. Sure, that info could belong there. But in reality, it only changes each round (if that) and most people remember what it is, from when selecting their race, I woulda thought.
Hard to track, I think. Like, just cos you registered there, doesn't mean you've played for that long?
Maybe it'd be cool to award tag points for rounds completed or something. Not sure if fully possible, but that could be cool.
Then you're starting to branch out into tag points as rewards for ingame achievements, as opposed to just forum posts. E.g. Best Banker = 5 tag points, or Most Captures = 10 tag points, etc.

tl;dr version:
Let those that are active (and are proven to be so), play in both gals.
Propose adding a Manual system, whereby active players are rewarded by choosing to play in both galaxies.
Currently the problem with allowing everyone to play in both gals, is that it they can go inactive and not care in another gal. However, some IC players are active and eager enough to play in both gals.
IC should use this to strengthen the number of actively and involved players. For some players, it's very easy to actively attack in one gal, and then bank in another. Or bank in 2 gals. Or in some exceptional cases, attack in both! (Yea those last category need a life if they want to do that properly
).

Perhaps in the beginning, to see who is allowed for double empires, they could nominate themselves, then at the end of the round, people could vote for like 10-15 people who are the most active/involved.
Then at the end of the round of their 2nd empire, their fam could do a vote to see if they were active and involved enough. If they were, they keep the 2nd empire. If not, they lose the right to do it again.
Yes, it's a hell of a lot of work - not something that can be done auto I think (e.g. logging time logged in and stuff). It's more to do with interaction and involvement with a family. Perhaps mods could delegate this role to a community member, "Master of Dual Empires" who conducts the voting and what not or the assignment. Has to be fair ofcourse.
Dunno, the system is just something I thought of, and I'm sure you all with have much better ideas. But the point is to reward those who are actively playing, to play in both gals.
It's just an idea, anyway.

Another idea is to allow VIP members to be in both gals, but I'm not in favour of increasing VIP benefits at the moment. Mod team and Developers get no benefit from increasing VIP sales at the moment, so it's kinda pointless.

Agreed - to an extent.
External Tools are great. If it's not done within IC, and there's a way to do it outside of it, it's great that players can get involved with making their own tools. This isn't just an IC thing, it's a game thing.
Most games online, have the player-base making their tools and stuff. Even WoW, people make their own mods and interfaces and then people patch them to the game. Similarly other online web-based games, allow the use of Greasemonkey tools to modify the game to suit how the player wants to play. And help them.
Yes, if a tool is being used enough - then it's a nice idea to bring that into the game. WoW does this too. If something becomes such a requirement by the player-base, that it is practically a necissity - then Blizzard brings it into the game.
Even IC does it. Examples are:
- Linkifier (existed as a tool first, which someone brought into the game).
- Unit/Build Cost Calculation (albeit very late, but awesome that's its here now)
So yea, Orbit's idea is nice, to bring in some tools that are most used or made convenient. Otherwise though, I see the need for tools to exist and players will always want to make things easier for themselves by developing their own little things.
