I agree there has to be done something about the morale loss in the hill, it's a killer. Portgas would know all about this

I do prefer Joor's idea of halving the morale cost or even making it only a quarter of what it's now. This would not only give those who are inside of the hill more capability to retake, but also provide fams attacking from the outside with less morale loss.

they only had space because 20 was a fail fam and 22 was as well at bor. that way 21 had all the space to expand and infrawhore cheaply while other fams had to build buildings the expensive way with overbuilding...
