Smart was a simplification. But it wasn't -in my plea- synonym for educated. This is unless you are referring to people needing the right info. But you need the brains as well ofc.
Those words ARE meaningless key.
I agree with avo that having an election system does not mean everyone has a vote. It only means a certain form of control. Its a power balance. The smarter the people vote, the better the system works. If the leading people succeed in misleading the people the system works less good. It has nothing to do with responsibility. Nor with a "voice" for everyone.
There are a whole lot of things in disfavor of the "smart vote" part.
1.) People need correct information. The media to name an important factor, is largely subjective.
2.) The average person isn't very brilliant. Lets face the truth here.
3.) You need a large amount of time to judge the persons in power
4.) People don't have inside information in a lot of official documents.
...and I can go on for hours. The only reason a democracy works is because it has a control system were a despotism has not.
As I recall British railway is the worse in western world
. But without the humor large scale can work productive to a certain extend and is one of the few advantages together with having one standard for products. Tough notice competitors can still buy large together, and a standard can be forced by a well functioning gov or an organization of many different companies.
I spare you a long boring copy/paste you have to read and go directly to the main questions. Is it good and if not what would you do to prevent it?
Personally I think it is more often a bad as a good thing. I will post my arguments later today.

The V2 carried a warhead around 1t
Little boy and fat man, the 2 a-bombs the allies used, were around 4,5t
1/4 of the V2 where launched using a guidance system and were more accurate.

this discussion itself is a bit flawed ofc because of all hypothetical questions but for the sake of debate:
1.) The v2 rocket was operational only somewhere end 1944 (if I'm not mistaken, I have to look it up when I have more time).
2.) Making the atomic bomb, given there would have been no sabotage attempts, would have costs the Nazis a lot of manpower, money and resources. This would mean saving on another department. Nowadays we know where we would save the money as we know the future, but they didn't know.
3.) The atomic bomb was ways to heavy for a V2.
4.) The V2 was still far from reliable to hit target accurately. Some of them exploded at the ground. Which wouldn't be nice with an a-bomb on it.
5.) One of the effects of destroying a huge city would be a huge decrease in popularity and an increase in "patriotism".
