I think the idea that you can't enjoy yourself if you're getting attacked is nonsense. I am playing in a rather lowly ranked family, and we get attacked constantly. We are currently in war with 3 families. We're not going to win the round, but that doesn't mean I can't enjoy myself?

You can set different goals than winning a round.

tag point system isn't broken, as far as i know, and if it were, there'd be no point in fixing it.

It really really depends on the situation. Sure, there is nothing wrong with children fighting every now and then. However, you can't seriously mean that the disabled kid in the wheelchair should try to run his bullies over or something.  There has to be some kind of protection.
Don't think you need laws for it specifically though, just a teacher or parent with common sense.

In general, you make some sort of sense, but there are two important factors in this story you overlooked.

1) It depends on how much you tax, for instance, if you tax capital gains by a 5% or whatever, if the company is healthy, it will still create plenty of revenue for the owner.

2) If the taxes are used for something beneficial for the richer as well (infrastructure, education and even povery reduction to an extend), they won't mind paying these taxes so much. If the money is carelessly thrown around into dark pits of nothingness (development aid to corrupt governments), that will cause resistance.

The block always has to be confirmed by a 2nd mod, I have no power over when that happens.
