If it's only 20 that have not maxed pop you are intimating that those 20 have an increase of 100 pop each per tick, that's pretty poor. There will be more change then that I recon. It wouldn't go for all of it unless you have been building LQ's, still, it might be an issue with science nw updating perhaps? The formula will be fairly well set, I doubt there is a random variable in it otherwise we would not see all the inactives on 1250nw.

Have you checked out the population point that Jag mentioned? You will find different numbers for your population at different locations in the game, they update differently.
