THREE AND A HALF HOURS?
You gotta have a policy of intercepting and stopping these guys. Roadblocks. Helicopter patrols. When a description of the vehicle goes out you should be looking to have armed cops running the guy off the road and either getting his surrender or killing him as soon as possible.
We have this happen in the states and nobody tries to drive 25 miles to shoot at random. They know they'll be stopped in the car because every cop in the state is going to be after them. They often hole up for 3 1/2 hours, surrounded by police talking them out, but they're not on the road with cops FOLLOWING them.
Consider this a wake-up call, because Al Qaeda has hit Britain before, and if they tried the rifle-squad tactics they did in Mumbai, in Britain... can you imagine?
