Aside from Obama being a good president or not. Comparing such numbers is useless. As you said yourself there was a war and a lot of money was spent on national security. On the other side, the surplus that was generated under Clinton was depleted and became even a debt! The official recession in America records to 2007 and you blame Obama (inaugurated in 2009) for not being able to clean up fast enough and I seriously doubt any republican would have done better either.

Planets as payment is not wrong, it is or should be a choice from both parties to end a war without losing too much infra. Besides, refusing a planet demand has probably the same result as to if you were to keep on warring in the first place. So what is the problem? None I say.
