Looks like the NAPs are coming thick and fast for another round of Imperial Infra.

The 30% rule is what it used to be, it is now a 40% rule I believe in each galaxy. The 25% during war requires two ticks and both families to have declared to my knowledge. Have you had the two ticks?

BNRG, there was testing conducted, everyone has just assumed no testing was performed. Somehow, between the dev gal and the live gal a lot of bugs appeared that we didn't have in the dev version.
