I think people who rob a bank do have a screw loose in the first place, so you can't compare them with people who think 'normal'.
But lets say you're a criminal and you want to rob a bank and you know the employees and customers are armed, then you must make sure you take them out immediately and you'll have to use more violence (again more people get killed)
if you're scared to rob a bank cause you think you'll be shot, just rob store.
if all the shopkeepers are armed, just rob a house
if all the civilians were armed, make sure you'll have the bigger gun and armour
and so on...

OR
you can try to create an 'arms free' society so bad people (or good people going crazy) wont have access to guns
