i would like zo remark an effect that is much forgotten:  when you build LQ on low OB planets.  These planets will have a low population especially with new planets.  It will take much longer to get your population up.  If you build LQ on fairly high OB planets your pop will increase much faster and you will max out your income in a few ticks.

putting cash in it is much better for certain players.

Pop bankers: RC's f*cks up their lq/to ratio
for all bankers/resources: overbuilding your planets with RC's is stupid. it might be cheap but i'd rather built usefull buildings. and just get your research due to funding.
