As for the first part of your strat (pop banker) lemme post how i think its done

Building
New planets -> 100% CF (not LQ like arganon said)
When max pop is almost reached on planets with a base size of 180 or more destroy 15 CF and replace them with 15 LQ
When pop is almost hit max size on those again destroy 30 CF and replace with 30 LQ
When pop is almost hit max on those again destroy 70 CF and replace with 70 LQ
On smaller planets you make TO. Those can start as soon as you get the planets. Be sure to aim at a 30% To of total infra (so 60% bonus)

Try not to OB to much seeing as its pricy. Instead try to get as many planets and fill those needed with pop. That way you will have a lot of planets with pop 70.000
Start funding a bit off cash to your conbonus (4 ticks a day) and spend the rest on the other fammembers.

They when your fam is big enough to pay for it. Destroy all remaining CF and max your pop planets (as many buildings as you can)

From them on go pure LQ and TO. Only use con sience when your about to double your infra. If not jumping go eco and welfare in the following way

100% eco untill you hit about 60% bonus then swap to 40% eco and 60% welfare.
(btw this works best if you dedicate all your income into it for 3 days straight)

Be sure to have a varied ammount of lasers on your planet but once you reach 50+ planet it has to be atleast 15 to 20. If your fam is agressive or being targetted alot go with more lasers. (that is until you can pay portals)
